is that from Speedtest? Doesn't look like it. That .2 is the transfer speed from your wireless network to the streaming device. Run speedtest from a laptop or desktop wired to the router if you really want to know your speeds.
I would guess you have an older router, or your area has a lot of wireless interference. Hard to really avoid, but you can try setting your router to a specific channel instead of auto-scan, and try a few different channels to see if one gets you better signal strength. If your router is older, you can just bite the bullet, and look at new routers (D-Link routers are actually really great, and in very affordable price ranges).
My really craptastic Verizon DSL (yes, I would say it is worse than AT&T) can stream netflix if no one else is using the internet (5 people here).

I don't remember the stats but every time I do a speed test I get a rating of F-, slower than about 80% of the country.

I don't get a letter rating, but I have 2.6mbps down and 0.60 up.
